What’s Changed for Post Graduation Work Permit Applicants?
If You Applied for Your Study Permit Before November 1, 2024
If you submitted your study permit application before November 1, 2024, and are applying for a PGWP on or after this date, you must only meet the new language proficiency requirement as explained below.
You must meet both the new language requirements and the new study program requirements applicable to your situation.

New Language Requirement for PGWP
Starting November 1, 2024, all PGWP applicants must meet specific language proficiency standards:
- Accepted Tests: IELTS, CELPIP (English); TEF, TCF (French).
- Minimum Levels:
- University graduates: CLB 7 (English) / NCLC 7 (French) in all four language areas.
- College or non-university graduates: CLB 5 (English) / NCLC 5 (French) in all four language areas.
Plan Ahead: Take these tests early to ensure your results are valid and meet the requirements. PGWP applications must be submitted within 180 days of graduation, so timely preparation is crucial.

New Field of Study/Study Program Requirement
This requirement applies to applicants who submitted their study permit on or after November 1, 2024, and graduated from a program other than a bachelor’s, master’s, or doctoral degree. Eligible fields of study must be linked to occupations experiencing long-term worker shortages.
Eligible fields of study currently fall under five categories:
- Agriculture and Agri-Food: Examples include agricultural business and management, crop production, and landscaping.
- Health Care: Programs such as nursing, midwifery, and medicine.
- STEM (Science, Technology, Engineering, and Mathematics): Including computer science, digital marketing, and architecture.
- Trade: Fields like HVAC, carpentry, and heavy equipment operation.
- Transport: Areas such as avionics, air traffic control, and supply chain management.
The examples above are only a small number of the total eligible programs listed, given for illustrative purposes.
There are currently a total of 980 eligible fields of study listed.
As of the date of this article, IRCC is also working on including fields of study related to Early Childhood Educators and Assistants.

Exception for Graduates of Flight Schools
Graduates of PGWP-eligible flight schools are exempt from the new language and field of study requirements if they:
- Completed a flight training course at a Designated Learning Institution (DLI) and obtained a Canadian commercial pilot’s license.
- Have or are pursuing an instructor’s rating and a job offer as a flight instructor from a DLI flight training center.
